The safest plots to buy are ones that already carry NA conversion and clear title for the exact survey number, ideally as reconstituted final plots inside a completed Town Planning scheme. Agricultural land is usually cheaper, but it carries conversion risk, possible zoning limits and, in some cases, restrictions on who can buy farmland.
