Dholera SIR vs GIFT City

Last verified: 31 July 2026Sourced comparison · unknowns marked “not stated”

People often line up Dholera SIR and GIFT City as rivals, but they are built for different jobs. Both are showpiece Gujarat developments, yet one is an operational international finance district and the other is a very large, earlier-stage greenfield industrial city. Comparing them fairly means judging each on what it is actually for — not forcing them onto a single scoreboard.

GIFT City (Gujarat International Finance Tec-City) is a compact, largely built financial and IT hub near Gandhinagar that has been operational since around 2015. Dholera SIR (the Dholera Special Investment Region) is a planned region on the order of 920 square kilometres near the Gulf of Khambhat, roughly 100–110 km south-west of Ahmedabad, whose built demonstration zone — the 22.5 sq km Activation Area — is only a first phase.

Below is an attribute-by-attribute comparison, drawn from a working-paper review of Dholera and from official sources for both projects. Where a figure could not be verified from a primary source, the cell reads “not stated” rather than an estimate.

Pros & cons of each

Dholera SIR

Pros

  • Enormous scale and a national-priority mandate under DMIC and the Gujarat SIR Act.
  • Two concrete anchors already landed: India’s first commercial semiconductor fab and a growing solar park.
  • The 2026 expressway cut the Ahmedabad trip from well over two hours to roughly 45 minutes — a visible, verifiable milestone.
  • Entry is still land-stage, so the horizon (and potential upside) is long.

Cons

  • Early stage: the fab, airport and full solar capacity are under construction or partial, not delivered.
  • Most of the ~920 sq km region is still farmland and land bank awaiting infrastructure.
  • A long-horizon, greenfield bet carries the risk that top-down build-out outruns real demand.

GIFT City

Pros

  • Operational since ~2015 — a built, working district you can use today.
  • India’s first operational IFSC, with a dedicated unified regulator (IFSCA).
  • Compact and finished, near the state capital, with an established finance/IT ecosystem.

Cons

  • It is a commercial/office finance district, not a plotted-land or mass-residential market.
  • Much smaller in area and narrower in purpose than a full industrial city.
  • Relevance depends on being in finance, IT or a related service — it is not a general-purpose investment.

The verdict

There is no universal winner because the two projects do different jobs. GIFT City is the right answer if you want an operational, finished international-finance or IT address today, and you work in — or serve — that ecosystem. It is built, it is regulated by IFSCA, and it does not require you to wait for a city to be constructed.

Dholera SIR is the right answer if you are making a long-horizon bet on a greenfield industrial city, are comfortable buying at the land/plot stage, and value the scale and the concrete anchors (the Tata–PSMC fab, the expressway, the solar park) over near-term completeness. The honest framing is that Dholera is earlier and larger, GIFT City is smaller and done — so the “better” choice is entirely a function of your goal and time horizon.

Frequently asked questions

Is Dholera SIR bigger than GIFT City?

Yes, by a wide margin. Dholera SIR is a notified region on the order of 920 square kilometres (about 879.34 sq km as notified in 2009), whereas GIFT City covers roughly 886 acres — about 3.6 square kilometres. They differ by roughly two orders of magnitude in area.

Which is more developed today?

GIFT City. It has been operational since around 2015 as a built financial district. Dholera is at an earlier stage: its 22.5 sq km Activation Area is built as a demonstration zone, but most of the wider region is still farmland and land bank, and anchors like the semiconductor fab and airport are under construction rather than operating.

Can I buy a residential plot in GIFT City like I can in Dholera?

Not in the same way. GIFT City is primarily a built commercial finance and IT district — the market is office space and units, not plotted land. Dholera’s private-buyer market is predominantly plotted land sold through town-planning (TP) schemes. This is a core structural difference between the two.

What is the main anchor investment in Dholera?

India’s first commercial semiconductor fabrication plant — a Tata Electronics and PSMC (Taiwan) venture reported at up to about Rs 91,000 crore (roughly US$11 billion), approved by the Union Cabinet on 29 February 2024. Dholera is also associated with an ultra-mega solar park targeting about 5,000 MW, of which roughly 300 MW is operating.

How far is Dholera from Ahmedabad now?

About 100–110 km. The Ahmedabad–Dholera Expressway (~109 km), inaugurated on 31 March 2026, is reported to compress the journey from well over two hours to roughly 40–45 minutes. A semi-high-speed rail link was approved in May 2026 with a target completion around 2030–31.

Which one should I choose?

It depends on your goal. Choose GIFT City for an operational finance/IT presence today; choose Dholera SIR for a long-horizon, land-stage bet on a large greenfield industrial city. Neither is universally “better” — verify current, time-sensitive figures against official sources before committing.
